The Republic of Vanuatu is an independent Pacific island nation with English, French and Bislama in everyday public life, a welcoming tourism economy, international business links and a distinctive Melanesian culture.

Citizenship can form part of broader family, relocation, business, succession or lifestyle planning. Vanuatu also recognises dual citizenship, although an applicant must independently confirm that their existing country of nationality permits dual or multiple citizenship.

Vanuatu's tax system is frequently discussed in citizenship marketing. Government investment-promotion information describes Vanuatu as a low-tax jurisdiction without personal income tax, but becoming a Vanuatu citizen does not automatically change tax residence or remove tax liabilities in another country. Tax advice should be obtained in every relevant jurisdiction.

Seven questions to answer before applying

1. Which programme actually applies to me?

DSP, VCP, CIIP and REO should not be treated as interchangeable marketing names. Confirm the legal route and the agent authorised to handle it.

2. What is the complete official price?

Use the Government fee schedule and prescribed-pricing notices. Ask for a written breakdown of every payment, recipient, refund condition and stage.

3. Can I pass due diligence?

Prepare to document identity, source of funds, background and family relationships. Material omissions can be more damaging than a complicated history that is disclosed properly.

4. Can my family be included?

Spouse, child and dependant eligibility depends on the relevant programme rules, ages and evidence. Do not assume every relative qualifies.

5. What does the passport actually provide today?

Travel rights change. Vanuatu nationals currently require visas for the United Kingdom and the European Union/Schengen area. Check each destination before travel.

6. Does dual citizenship work with my first nationality?

Vanuatu recognises dual citizenship, but your existing country may impose restrictions, notification requirements or loss-of-nationality rules.

7. Who is receiving my money?

Passport reality check

Citizenship and passport are related, but not the same process

The Citizenship Office and Commission process citizenship applications and issue citizenship certificates. Ordinary Vanuatu passports are processed and issued by the Department of Immigration and Passport Services. This is an important distinction because websites sometimes imply that a private agent “issues” a passport.

Once citizenship has been lawfully granted, a citizen can follow the passport authority's requirements. Passport fees, enrolment procedures and processing options are published separately by Immigration.

For travel benefits, always use current destination-country rules. The United Kingdom introduced a visa requirement for Vanuatu nationals in 2023, and the European Union removed Vanuatu from its visa-exempt list, with the change taking effect in 2025.
