A practical, fact-checked guide for international applicants who want to understand Vanuatu citizenship options before speaking with a Government-designated agent.
Vanuatu offers several legal pathways to citizenship, including investment and contribution-based programmes. This mini-site separates the different routes, explains the official process and highlights the questions every prospective applicant should ask before money changes hands.
Transworld Leisure Holdings Limited is based in Port Vila and provides citizenship information without charging applicants for citizenship services. We are not a Vanuatu citizenship-by-investment agent. We do not receive a referral fee or commission for introducing an enquirer to an agent. If you ask for an introduction, we can connect you with an appropriate Vanuatu Government-designated citizenship agent.
That distinction matters. The Vanuatu Citizenship Office publishes the official programme categories, fee information, designated-agent listings, application guidance and regulatory notices. We encourage every applicant to use those sources as the reference point rather than relying on claims made in online advertising.
Citizenship can be an important family and international-planning decision, but it should never be purchased on the strength of promises such as “guaranteed approval”, “instant passport”, “EU visa-free access” or unpublished discounts. Government approval, due diligence and documentary compliance remain central to the process.
The Citizenship Office currently lists DSP, VCP, CIIP and the Real Estate Option among the recognised citizenship categories. Each has its own legal basis, approved channels and financial structure.
The best-known contribution route. See current published pricing, family structures, due diligence and process.
Explore DSP → VCPA separate contribution programme recognised by the Citizenship Office. Understand how it differs from DSP and how to verify an authorised route.
Explore VCP → CIIPAn investment-linked citizenship category with specifically approved agents and investment arrangements.
Explore CIIP → REOA citizenship route requiring investment in a Vanuatu Government Approved project plus prescribed citizenship fees.

For many applicants, Vanuatu is attractive for reasons that go beyond holding a second passport. The Republic of Vanuatu is an independent Pacific island nation with English, French and Bislama in everyday public life, a welcoming tourism economy, international business links and a distinctive Melanesian culture.
Citizenship can form part of broader family, relocation, business, succession or lifestyle planning. Vanuatu also recognises dual citizenship, although an applicant must independently confirm that their existing country of nationality permits dual or multiple citizenship.
Vanuatu's tax system is frequently discussed in citizenship marketing. Government investment-promotion information describes Vanuatu as a low-tax jurisdiction without personal income tax, but becoming a Vanuatu citizen does not automatically change tax residence or remove tax liabilities in another country. Tax advice should be obtained in every relevant jurisdiction.

DSP, VCP, CIIP and REO should not be treated as interchangeable marketing names. Confirm the legal route and the agent authorised to handle it.
Use the Government fee schedule and prescribed-pricing notices. Ask for a written breakdown of every payment, recipient, refund condition and stage.
Prepare to document identity, source of funds, background and family relationships. Material omissions can be more damaging than a complicated history that is disclosed properly.
Spouse, child and dependant eligibility depends on the relevant programme rules, ages and evidence. Do not assume every relative qualifies.
Travel rights change. Vanuatu nationals currently require visas for the United Kingdom and the European Union/Schengen area. Check each destination before travel.
Vanuatu recognises dual citizenship, but your existing country may impose restrictions, notification requirements or loss-of-nationality rules.
Verify the designated agent and payment instructions. Transworld Leisure does not receive citizenship programme payments.
Read our requirements guide, then the application process and agent safety guide.
The Citizenship Office and Commission process citizenship applications and issue citizenship certificates. Ordinary Vanuatu passports are processed and issued by the Department of Immigration and Passport Services. This is an important distinction because websites sometimes imply that a private agent “issues” a passport.
Once citizenship has been lawfully granted, a citizen can follow the passport authority's requirements. Passport fees, enrolment procedures and processing options are published separately by Immigration.
For travel benefits, always use current destination-country rules. The United Kingdom introduced a visa requirement for Vanuatu nationals in 2023, and the European Union removed Vanuatu from its visa-exempt list, with the change taking effect in 2025.
We encourage applicants to verify programme status, prices and procedures directly. External links open in a new window.
Ask us for factual information at no charge. If you want professional application assistance, we can introduce you to an appropriate Vanuatu Government-designated citizenship agent. Transworld Leisure receives no referral fee or commission for that introduction.
