How Vanuatu’s Real Estate Option works, what a Government Approved Project means and why property due diligence remains essential.
The Vanuatu Citizenship Office states that the Real Estate Option (REO) commenced on 23 July 2021. Applicants under REO must invest in property in a Vanuatu Government Approved Project (VGA Project) in addition to paying the prescribed citizenship fees.
This is materially different from buying an ordinary house, apartment, lease or development lot. A property being located in Vanuatu does not by itself make it eligible for the citizenship Real Estate Option.
Before signing anything, confirm the current approved-project status through the relevant official or authorised channel and obtain independent legal advice on the underlying property interest.

The citizenship application must satisfy the Commission's legal, documentary and due-diligence requirements. Buying a qualifying property does not remove those requirements.
Review title or lease rights, project approvals, construction status, developer obligations, management charges, rental assumptions, resale restrictions, taxes and exit strategy.
Verify that the project is approved for the REO route at the time of the transaction and understand who is authorised to market it.
Vanuatu land has a distinctive customary ownership and leasehold framework. Review the registered interest, term, conditions, rent and encumbrances.
If purchasing off-plan, identify milestones, completion obligations, protections for purchaser funds and remedies for delay or non-completion.
Model body-corporate, resort, management, maintenance, insurance, utilities, tax and refurbishment obligations rather than relying on headline yield.
Tourism property can be seasonal. Treat occupancy and return projections as assumptions to test, not guaranteed outcomes.
Understand any minimum holding period, citizenship-related restrictions, developer buy-back language and the realistic secondary market.
A foreign investor can consider many Vanuatu properties that have nothing to do with citizenship. Conversely, a citizenship REO applicant must work within the approved programme framework. Keeping those concepts separate helps prevent a common marketing problem: presenting any attractive resort or apartment as if it automatically qualifies for citizenship.
