Vanuatu citizenship and passport guide
Does Vanuatu offer citizenship by investment?

Vanuatu offers recognised citizenship routes that include the Development Support Program (DSP), Vanuatu Contribution Program (VCP), Capital Investment Immigration Plan (CIIP) and Real Estate Option (REO). The legal and financial structure differs by programme. See our overview.

How much does Vanuatu citizenship cost?

The current Citizenship Office DSP fee page lists USD 130,000 for a single applicant, USD 150,000 for a married couple, USD 165,000 for a married couple plus one child and USD 180,000 for a married couple plus two children, with USD 10,000 for an additional applicant under the current DSP table. The same official fees page separately lists a USD 5,000 FIU Diligence Fee and an application fee of 5,000 Vatu per application (excluding Form D). Verify the current official schedule and exact family composition before paying. See our cost guide.

Can an agent guarantee my citizenship application?

No private agent can legitimately guarantee a Government decision. Eligibility, due diligence, documentation and the Citizenship Commission's decision remain central to the process.

Does Transworld Leisure sell citizenship?

No. Transworld Leisure Holdings Limited is not a Vanuatu citizenship-by-investment agent and does not accept citizenship programme payments. We provide general information free of charge and can, if requested, introduce an enquirer to a Vanuatu Government-designated citizenship agent.

How do I verify a Vanuatu citizenship agent?

Ask for the exact legal name of the designated agent responsible for the application and compare it with the Citizenship Office's current designated-agent information. The Office also publishes cancelled-agent information. See our safety guide.

Is Vanuatu citizenship the same as buying a passport?

No. Citizenship is a legal status granted through the citizenship process. An ordinary passport is a separate Government travel document issued through the Department of Immigration and Passport Services to eligible Vanuatu citizens.

Can Vanuatu citizens travel visa-free to the UK?

No. Vanuatu nationals are currently visa nationals for the United Kingdom, subject to the UK's detailed immigration and transit rules.

Can Vanuatu citizens travel visa-free to the EU or Schengen area?

No. The European Union removed Vanuatu from its visa-exempt list, with the change taking effect in 2025. Check current destination rules before travel.

Does Vanuatu allow dual citizenship?

Yes, Vanuatu recognises dual citizenship. You must also check whether your existing country permits you to acquire and retain another citizenship.

Do dual citizens use their Vanuatu passport in Vanuatu?

Vanuatu Immigration states that dual citizens should enter or leave Vanuatu using their Vanuatu passport.

Is the Development Support Program an investment I can redeem?

DSP is generally described as a contribution programme. Do not assume the prescribed programme contribution behaves like a private investment that can be redeemed. CIIP and REO involve different investment structures.

Can I buy any Vanuatu property and receive citizenship?

No. The REO requires investment in a Vanuatu Government Approved Project under the programme, in addition to prescribed citizenship fees. An ordinary property purchase is not automatically a citizenship investment.

What is citizenship due diligence?

Due diligence is the verification and risk-screening process around identity, background, source of funds and other relevant information. The Citizenship Office has published FIU and enhanced due-diligence notices. See our due-diligence guide.

What happens if I have a criminal record or past visa refusal?

Do not conceal it. Whether it prevents an application depends on the facts and applicable rules. Raise adverse history at the preliminary review stage and obtain proper advice before proceeding.

Can my spouse and children be included?

Family inclusion depends on the programme, ages, dependency and documentary proof. Obtain a written eligibility assessment for every family member rather than relying on a generic family package.

How fast is Vanuatu citizenship?

Processing time varies with the route, file completeness, due diligence, Government consideration, requests for more information and payment/formality stages. Treat guaranteed “instant” timelines with caution.

Does Vanuatu citizenship make me tax-free?

No. Citizenship and tax residence are different. Vanuatu is promoted officially as a low-tax jurisdiction without personal income tax, but your tax obligations in other countries can continue based on residence, source, domicile or citizenship rules. Obtain professional tax advice.

Can I become a Vanuatu citizen without investment?

Yes, depending on circumstances. Official categories include naturalisation, marriage to a Vanuatu citizen, entitlement and regain. Immigration currently states a 10-year lawful-residence criterion for naturalisation residence certification. See other citizenship routes.

Who issues Vanuatu passports?

The Department of Immigration and Passport Services processes and issues ordinary Vanuatu passports. The Citizenship Office/Commission processes citizenship applications and citizenship certificates.

Where should I check official information?

Use the Vanuatu Citizenship Office for citizenship categories, agents, fees, programme notices and legislation, and Vanuatu Immigration and Passport Services for passports and immigration matters. Official links are provided throughout this mini-site.
