What is the VCP?

The Vanuatu Contribution Program (VCP) is separately identified by the Vanuatu Citizenship Office as a citizenship category. It should not simply be assumed to be another name for DSP.

The Government's published citizenship information and agent listings distinguish VCP from the Development Support Program. This is important because an international marketing company may use broad phrases such as “Vanuatu CBI” without explaining which legal programme is actually being offered.

Before proceeding, ask the provider to identify the exact programme, the exact Vanuatu-designated agent, the applicable prescribed pricing and the legal route under which your application will be lodged.

VCP vs DSP: what should an applicant verify?

Programme identity

Get the programme name in writing. A proposal should state whether it is VCP, DSP, CIIP or REO rather than using a generic label alone.

Authorised agent

Check whether the named agent appears in the relevant current Citizenship Office list. Different programmes can have different approved agent structures.

Prescribed price

The Citizenship Office has directed DSP and VCP agents to adhere to Government stipulated pricing. Verify the current official amount rather than assuming an online advertisement is lawful.

Due diligence

Contribution does not remove the need for identity, background and financial scrutiny. Prepare for the same principle of full and truthful disclosure.

Avoid confusion

Do not buy a programme name

From an applicant's perspective, the most important question is not which acronym sounds best. It is whether the proposed application is a recognised route, whether the person handling it is authorised, whether the price is compliant and whether the applicant can satisfy due diligence.

If a sales representative refuses to identify the Vanuatu-designated agent until after payment, discourages you from contacting the Government, offers an unexplained “discount”, promises guaranteed approval, or claims the passport still provides rights that have been withdrawn, those are reasons to stop and verify independently.

Documents and preparation

Exact documents depend on the programme and applicant. As a practical preparation exercise, expect to assemble reliable evidence of identity, civil status, family relationships, addresses, police or character background, business and employment history, and source of funds. Documents may need certification or other formal treatment.

Do not alter, omit or “simplify” a material fact because a salesperson says it is unimportant. If there is an old refusal, criminal matter, sanctions connection, politically exposed person issue, name variation, nationality complication or difficult source-of-funds history, raise it before submission and obtain proper advice.
